Heritage significance
Heritage significance is the historical, aesthetic, social or scientific value that gets a place listed, the thing heritage controls exist to protect.

Significance is assessed against a set of recognised value criteria:
- Historical: links to important events, people, or phases of development.
- Aesthetic: design quality, craftsmanship, or landmark value.
- Social: esteem or attachment held by a community.
- Scientific or technical: research value or technical achievement.
Rarity and how well the place represents a type also feed the assessment. A place can be significant at a local level (managed through the council’s heritage overlay and the ordinary planning permit) or at a state level (added to the state heritage register, which brings a separate state approval on top). The level decides which controls and approvals apply.
Significance attaches to fabric and setting, not just “the building.” It can sit in specific elements, a facade, original joinery, a chimney, a shopfront, and in the curtilage and important views. That is why the listing’s statement of significance matters so much: it tells you what is actually being protected.
For a builder the practical move is to understand the significance before you price or design heritage work. It dictates what you can alter, what must be retained or kept reversible, and the approval path you are on. Do not assume a heritage listing freezes the whole building. Significance is often concentrated in particular elements, and a good heritage consultant read of the statement of significance is what tells you where the room to move is.
