GAIC (Growth Areas Infrastructure Contribution) is a one-off levy on land in Melbourne’s outer growth corridors under Part 9B of the Planning and Environment Act 1987 (Vic). It funds transport, schools, and health infrastructure in expanding suburbs and is payable once, at the first trigger event after land enters the contribution area.

Where it applies

GAIC covers land zoned for urban use in seven municipalities: Cardinia, Casey, Hume, Melton, Mitchell, Whittlesea, and Wyndham. Parcels under 0.41 ha are generally exempt.

The landowner at the first trigger bears liability. For builders, the permit trigger is the main exposure on englobo land not yet subdivided.

Payment options

Pay in full within 3 months. Elect deferral on a dutiable transfer (within 3 months); liability stays on title and transfers with the land. A staged payment arrangement (SPA) on subdivision or permit triggers requires 30% up-front and Victorian Planning Authority approval. Work-in-kind substitution is available by agreement.

s32 disclosure

A vendor must disclose GAIC in the s32 vendor statement: whether the land is subject to GAIC and the amount or basis for calculation. A missing or incorrect disclosure is a material defect that can give the buyer a right to rescind before settlement. Before lodging a permit, check the title for a s201UB GAIC recording.
